We appreciate communication from external persons alerting us to concerns of the incarcerated people. However, it is ultimately the incarcerated person who has discretion over whether the Office of the Corrections Ombuds (OCO) opens a complaint on his/her/their behalf. Thus, absent an emergency, OCO's first action will generally be to contact the incarcerated individual and ask if they would like our assistance. 

All external persons are welcome to proactively complete an OCO Confidentiality Waiver and send your completed form to your loved one and ask them to complete their portion and mail it to the OCO.  The OCO keeps a record of all completed confidentiality waivers, as they are not complaint specific.
