OCO Director and Deputy Director

Elisabeth Kingsbury, J.D. - Deputy Director

Elisabeth (she/her) serves as the Deputy Director for the Office of the Corrections Ombuds. 

She has worked at legal aid and policy organizations around the country. Her previous roles include senior researcher at Community Voices at Morehouse School of Medicine, Mental Health Unit staff attorney at Prisoners' Legal Services of New York, and Equal Justice Works Americorps attorney at Legal Assistance of Western New York. Elisabeth earned her JD at Northeastern School of Law, where she was named a Public Interest Law Scholar, and her BA in Political Science at Boston University.

Caitlin Robertson, Ph.D. - Director

Caitlin Robertson, Ph.D. (she/her), has the honor to serve as the Governor's appointed Corrections Ombuds and the agency director of the OCO. 

Caitie joined the OCO in early 2020 as an assistant ombuds where she worked in high-priority investigations related to severe bodily harm and staff conduct. In June 2022, Governor Inslee appointed her to lead the state agency. In addition to her work at the OCO, Caitie co-chairs the Public Safety Chapter of the United States Ombudsman Association and is a selected member of the Jail and Prison Oversight Steering Committee at the National Association of Civilian Oversight of Law Enforcement.  

Robertson holds a doctorate of philosophy from Gonzaga University, a graduate certificate in justice and peace studies from the Iliff School of Theology, an instructor certificate from the Inside-Out Training Institute at Temple University, and a master's degree in conflict and dispute resolution from the University of Oregon School of Law.
